Creating a Safe Haven: Our Transition to a Low-Barrier Shelter

At City Mission, our mission has always been to provide a place of safety, dignity, and hope for individuals experiencing homelessness. In 2024, we took a bold step by transitioning from a warming center to a low-barrier shelter. This change reflects our commitment to meeting people where they are and breaking down barriers to access shelter and support. This has been a collaborative effort through the un-housed coalition, ADAMHS board, FRC, and other community partners.
What Is a Low-Barrier Shelter?
A low-barrier shelter is designed to be as inclusive as possible, eliminating many of the traditional obstacles that prevent individuals from seeking help. This means:
- No strict prerequisites like sobriety or identification.
- Welcoming individuals where they are on their journey.
- Prioritizing safety and accessibility for all.
- Offering services in an unconventional and comfortable setting.
Our goal is simple: to ensure that no one is turned away when they are most in need.
Why This Change Matters
For many, accessing shelter can feel daunting. Strict rules and requirements may unintentionally exclude those struggling with mental health challenges, substance use, or systemic barriers like lack of documentation. By becoming a low-barrier shelter, we’ve opened our doors wider, offering help without judgment.
This change is already making a difference:
- Increased Accessibility: We’ve seen a rise in the number of individuals seeking help, particularly those who might not have sought services before.
- Strengthened Relationships: By meeting people where they are, we build trust and create pathways to more comprehensive support.
- Greater Impact: More individuals now have a safe place to sleep, access to resources, and a chance to rebuild their lives.

“I been homeless for years, off and on. I don’t read much and I don’t like asking for help. Being able to come here has helped me a lot. I can ask questions, maybe get other help. I know I have a place to sleep and people that care.”
